Creed & Gowdy attorneys help secure U.S. Supreme Court victory in Havana Docks case

Creed & Gowdy attorneys Dimitri Peteves and Bryan Gowdy were amicus counsel in Havana Docks Corp. v. Royal Caribbean Cruises, Ltd., a United States Supreme Court case involving the Cuban government’s confiscation of private property.

On May 21, 2026, the United States Supreme Court reversed the Eleventh Circuit's decision in Havana Docks Corp. v. Royal Caribbean Cruises, Ltd., holding that the cruise lines' use of dock facilities confiscated by the Cuban government could support liability under the LIBERTAD Act.

Creed & Gowdy attorneys Dimitri Peteves and Bryan Gowdy represented bipartisan groups of members of Congress in the Supreme Court proceedings. They filed two amicus curiae briefs, linked here and here, supporting Havana Docks Corporation, arguing that Title III of the LIBERTAD Act is a central component of United States policy toward Cuba.

Justice Thomas delivered the Court's opinion. The opinion can be read here.
